Ian Tumelty,
Director of NABCP, Crime Manager for Cardiff BID
Ian spent 30 years with the South Wales Police, retiring at the rank of Inspector. During his career he played a leading role within the internationally recognised Targeting Alcohol Related Street Crime (TASC) Project reducing alcohol related violence in Cardiff and was seconded to the Home Office Tackling Knives Action Plan (TKAP). Ian has since worked as an independent advisor to the Home Office’s ‘Ending Gangs and Serious Youth Violence’ programme and as a member of its Peer Review Team. He was also appointed as a project delivery specialist LOCOG to manage the City operations and partnership negotiations for the successful delivery of the football events in Cardiff as part of the London 2012 Olympics. Ian worked with FOR Cardiff BID in 2017 as an advisor, before joining as a Business Crime Reduction Manager in 2018. He is also the current Chair of the Wales Against Business Crime Group, and represents Wales on the Board of the National Association of Business Crime Partnerships, of which he is also a Director.
Lisa PerRetta
Director & Chair of NABCP Board of Management
Lisa Perretta is the Chair of the NABCP Board of Management. Her ethos within this role maintains a strong focus on National consistency in the operational standards of Business Crime Reduction Partnerships, and a unified approach for all schemes across the UK, ensuring NABCP Members provide effective, consistent and well managed BCRPs across the UK. Lisa is the BCRP Manager for Brighton & Hove with over 17 years experience of developing and running a large scheme of over 500 members, operating within day and night time economies. Lisa is fully Restorative Justice Trained, with many hours of experience of direct reparation work with offenders. As Chair of the Sussex Business Crime Group, which encompasses 6 other BCRPs, Lisa oversees a unified approach to best practice across the county of Sussex and intelligence sharing of travelling offenders. Lisa manages a team of 4 staff within the Brighton & Hove BCRP, each focussing on different areas within the scheme, including a daytime intelligence Manager and a NightSafe Manager, as well as a Business Engagement Field Support Officer, providing the essential role of direct, regular engagement with local businesses.
Sophie Jordan
NABCP Manager
Sophie is responsible for the day to day management of the NABCP, supporting and advising our member BCRP Managers by sharing best practice, policy and guidance on all issues relating to Business Crime Reduction, as well as representing their views at National level, with our valued partners in the Police, Home Office, Retailers, Security Companies and many more. Sophie sits on several Home Office groups including Task and Finish Groups and the National Retail Crime Steering Group with the Minister for Crime and Policing, the Kent Business Crime Advisory Group, and the BCRP National Standards Accreditation Board - having been an Assessor of the BCRP National Standards since 2017 and conducted over 30 assessments in that time. Sophie oversees management of the NABCP, guided and supported by the wealth of experience of the Board of Management and Directors. Since 2011, Sophie has been the Crime Manager of the Business Crime Reduction Partnership for Gravesham in Kent – where she is still involved with the management of the scheme, therefore is very much in touch with the remit of the Crime Managers that we represent across the UK. She is passionate about partnership working, sharing best practice and encouraging Crime Managers to participate in additional project work to address issues in their local areas, making truly exceptional BCRPs across the UK.
Roz Heaton
Director of NABCP, BCRP Manager for Tunbridge Wells Safe Town Partnership
Roz has worked as a Business Crime Reduction Manager for over 15 years, managing a large and successful stand-alone BCRP in Tunbridge Wells. As County Chair of the Kent Business Crime Group, which encompasses 14 other BCRPs, Roz organises the bi-monthly Kent Business Crime Seminars and ensures collaboration and consistency throughout the Kent Crime Partnerships, which has the highest concentration of stand-alone BCRPs in any county in the UK. Roz specializes in actively supporting the nighttime economy with a range of innovative operational projects addressing local requirements.

City of London police, National Business Crime Centre Lead
Superintendent Patrick Holdaway, from the City of London Police, has been the lead for the National Business Crime Centre (NBCC) since December 2018. During this time Patrick has worked across policing and government to raise the issues that affect business, in particular working to prevent violence, tackle organised crime whilst developing and sharing best practice across business and policing. Patrick sits on the BCRP National Standards Accreditation Board and has been instrumental in updating the Standards, raising the profile and credibility of the Accreditation, and streamlining the entire assessment process.
Maxine fraser
director of nabcp, retailers against crime
Maxine joined Retailers Against Crime in 1998 and has been instrumental in growing the partnership to where it is today. She has an extensive knowledge of retail crime and wrote the Retail Crime Techniques booklet for RAC members in 2016, with the 3rd edition due to be published in April 2023. In her current role, as well overseeing the operation of Retailers Against Crime nationally, Maxine and her team continue to work together with members, police and other agencies to target and disrupt retail criminals from the ground up to those linked to serious and organised crime. She is committed to changing the way that retail crime is perceived by the wider community and the younger generation by engaging with various agencies to raise awareness. Maxine is proud to be a Director of the NABCP and fully supports our work and ethos.

Hannah is the CEO of Safer Business Network. Over the past 12 years, SBN has helped thousands of businesses to reduce crime and antisocial behaviour that has a negative impact on the look and feel, and profitability of our town and city centres by delivering award-winning Business Crime Reduction Partnerships (BCRPs). Safer Business Network operates across 34 town centres, 13 London boroughs and 17 BID footprints, creates safe environments for businesses, staff and their customers through effective information sharing and successful relationships with police forces, local authorities and a variety of other stakeholders, tackling crime at a local level.

Rob has been a Business Crime Partnership Manager for 24 years and has been responsible for the development and delivery of partnership models in 2 areas of the Northwest. Rob proudly supported Bolton Town Centre and its business community from 1999-2009. He is now in his 14th year of tenure managing the Manchester and District areas for Cityco. Rob is Co-Chair of the Northwest Partnerships Regional Group, and the representative of these partnerships on the Board of NABCP.

Ani is Co-Chair of the Northwest Partnerships Regional Group, representing the views of partnerships in this area at National Level.

Ali Farr is the crime manager for the Northamptonshire Business Crime Partnership, a County Wide BCRP covering 6 towns and surrounding villages. Ali served as a Detective in Northamptonshire Police for 3o years, and retired as rank of Detective Inspector. Ali has been Crime Manager in this role since 2016 and brings a wealth of experience to Board.
Fran inman
CEO of Cheltenham BID
Fran is a highly experienced leader in place management and business crime prevention, with a strong background in managing Business Improvement Districts (BIDs) and working on various safety and crime reduction initiatives. As the Chief Executive of Cheltenham BID, Fran represents Cheltenham on the City Safe Board for Gloucestershire, where she brings her extensive experience and expertise to bear on safety and crime prevention strategies.
Previously, Fran managed the Business Crime Partnership for Bristol, where she collaborated with Bristol City Centre BIDs. Her work there involved addressing key issues such as harm reduction, drink spiking, violence against women and girls, and anti-sexual harassment. She also assisted in developing the Business Crime Strategy alongside the Chief Inspector. Many of the above projects were recognised as successful case studies nationwide.
Fran is known for her holistic approach to place management and safety, understanding that these areas are interconnected and require collaborative efforts at both strategic and ground levels. Her expertise particularly shines in supporting the night-time economy (NTE) and the retail sector. Fran is also an advocate of the National Association of Business Crime Partnerships (NABCP), contributing her knowledge to the Board of Management, which plays a crucial role in shaping national policies related to business crime. Her work is highly regarded, and she is respected for her ability to influence change and build strategic relationships.
Iwona Kossek
Director of People & Projects: Six Till Six
Iwona has been working in the hospitality, leisure and Night Time Economy sector for over 20 years. She has extensive experience in the hospitality sector, managing venues and more recently, working in area management for a large pubco.
She has worked as a Business Crime Reduction Partnership lead focusing on the Leisure sector , has been a Purple Flag assessor, has helped set up Best Bar None Schemes and has been part of strategic partnerships that have supported the overall Night Time Economy.
Iwona believes that partnership working is the key to ensuring a safe and vibrant NTE for any town or city. Her experience across the private and public sector means that she brings a varied approach to her role as part of the NABCP Board.
Rich Lane
Head of Operations and Business Crime, It’s In Nottingham BID
Rich Lane enjoyed a 14 year career in law enforcement taking on various roles and ending as an Inspector. His time within the police equipped him with extensive experience in managing public safety, tackling complex problems and he developed a deep understanding of community safety and crime prevention. Rich transitioned into the role of Business Crime Manager for Nottingham where he forged strong partnerships and developed crime prevention strategies whilst building on the passion for public safety through taking on the role as a Purple Flag assessor. Rich is excited to be part NABCP Board to help promote the great work that is being done Nationally, as really exciting time for BCRPs across the UK.
Antony Thopliss
UK Crime Reduction Partnership Manager, Tesco
Antony Thopliss is the UK Crime Reduction Partnership Manager for Tesco, with 30 years in Retail management and 6 years in business support, specifically in Security Focus Regionally.
Bringing his experience of regional crime reduction partnership work in the convenience sector, Antony now leads on Tesco’s national multi-agency partnership work, establishing enhanced BCRP and BID relationships, not just the criminality aspect but also including safe space work, homelessness and rough sleeping, anti-social behaviour and all issues in and around the premises within the national estate.
Antony is committed to making changes to take ownership as a retailer, being part of the local community where stores are located, striving to achieve feelings of safety and security for colleagues and customers.
